Frank M. O’Connell was previously General Counsel and Director of Legal Affairs & Tax Policy for the Georgia Department of Revenue. He began his 18+ years of service with the State of Georgia in the Compliance Division and transferred to Legal Affairs & Tax Policy as Assistant Director.

Assistant Deputy Commissioner for Tax Operations

Chester Cook joined DOR in 2005, and before his promotion to Assistant Deputy Commissioner –Tax Operations, he served as the Director of the Audits Division where he was the senior leader responsible for all operational, management, financial, budget, and strategic planning activities for the Audits Division.

Assistant Deputy Commissioner for External Operations

Frances Watson joined the Department of Revenue in 2021, overseeing Local Government Services, the Motor Vehicle Division, and the law enforcement Divisions.

Ken Nash

Chief Financial Officer (CFO)

Ken came to the Department of Revenue in February 2015 as Finance Director before becoming the Chief Financial Officer in 2017. Since 1994, Ken has held various financial management positions among five state agencies. He also served in the Governor’s Office of Planning and Budget. Ken earned a Master of Public Administration degree from Valdosta State University, and he is a Certified Government Financial Manager ® with the Association of Government Accountants (AGA).

Chief Human Resource Officer (CHRO)

Debbie has over 30 years of experience in human resources in both public and private sector and serves as the Chief Human Resources Officer for the Department of Revenue. Previously, she served as Deputy Commissioner of Human Resources for the Department of Administrative Services and Director of Human Resources with the Georgia Technology Authority. She earned a Bachelor of Business Administration-Marketing from Georgia State University and holds senior professional certifications with the Society for Human Resource Management and with the Human Resource Certification Institute.

Chief Information Officer (CIO)

Ananias Williams III serves as the Chief Information Officer for the Georgia Department of Revenue (DOR).  He is experienced in the strategic guidance of innovative, robust, and secure information technology solutions across global environments. He provides leadership for information technology governance, delivery of IT services, information security and compliance to support enterprise business functions for DOR.
