I received an assessment. How do I pay the assessment?

The assessment contains a voucher near the end of the document. The dotted line is meant as a guide to extract the voucher with scissors and to mail the voucher, along with the payment, to the P.O. Box number listed on the voucher. You can also make a Quick Payment Online using GTC.

I cannot pay this. What are my options?
