Qualified Foster Child Donation for Organizations

  • Apply to be a Certified QFCSO

    A foster child support organization must apply and be certified by the Division of Family and Children Services to be a qualified foster child support organization (QFCSO) for Georgia tax purposes. 

    • Applications that are received before November 30th of the calendar year will be certified for the Qualified Foster Child Donation Credit program for the following year. 
    • Applications that are received after November 30th of the calendar year will be certified for the Qualified Foster Child Donation Credit program for the year after the following year.

  • Report Certificate Donations

    The following provides the steps for qualified foster child support organizations (QFCSOs) to report Foster Child Certificate Donations. House Bill 424 (2022) established the reporting requirements for QFCSOs.

    How to Report Foster Child Certificate Donations

    Note: Organizations should report certificate donations throughout the year.

    1. Log into GTC
    2. Select More
    3. On the next menu, under the Management section, select Manage My Credits
    4. Select Report Certificate Donations
    5. Select the 151 - Qualified Foster Child Donation Credit from the Credit Type menu. Enter the Calendar Year for the donations. Click Next
    6. Select the first certificate to report a donation. This can be done by clicking on the Certificate ID or by clicking on the Certificate number tab.
    7. Enter the amount of the Donation. Click on the next Certificate number tab at the top to proceed to the next certificate. Do not click Next until you have entered the amounts for all certificates that have made a donation.
    8. An IT-QFCD-FUND1 is required for the reported donations. Click Add Attachment to provide the IT-QFCD-FUND1 form.

      IMPORTANT: The IRS Form 990 should be combined and added as a single pdf attachment using the Additional Documentation type. Each attachment can be added once and is required. Click Next.

    The confirmation page will be displayed. Write down the confirmation number or print the page for your records.

  • Annual Reporting Instructions

    Annually, Qualified Foster Child Support Organizations must report the IT-QFCD-FUND2 and Form 990 to the Department of Revenue no later than May 15th of each calendar year.

    Annual Reporting Requirements

    Each qualified foster child support organization shall submit Form IT-QFCD-FUND2 and Form 990 to the Department of Revenue no later than May 15 of each year by email to [email protected].

    Please provide the following on the IT-QFCD-FUND2 Reporting Template for each contribution:

    1. The total number and dollar value of individual contributions and tax credits approved. Individual contributions shall include contributions made by those filing income tax returns as a single individual or head of household and those filing joint returns;
    2. The total number of dollar value of corporate contributions and tax credits approved;
    3. The total number and dollar value of all qualified expenditures made; and
    4. A list of contributors, including the dollar value of each contribution and the dollar value of each approved tax credit.

    Information

    O.C.G.A. Section 48-7-29.24 requires each qualified foster child support organization by April 1 of each year to publicly post on its website in a prominent place a copy of its prior year's annual budget containing the total amount of funds received from all sources relative to the amount of qualified contributions it received and the total amount and a description of how such contributions were utilized.

    A qualified foster child support organization that fails to comply with the reporting requirements shall be given written notice by the Department of Revenue of such failure to comply and shall have 90 days from the receipt of such notice to correct all deficiencies. 

    Upon failure to correct all deficiencies within 90 days, the Department of Revenue shall revoke the organization's status as a qualified foster child support organization and such organization shall be immediately removed from the Department of Revenue's list of qualified foster child support organizations. All applications for preapproval of tax credits for contributions to such organization made on or after the date of such removal shall be rejected.
