Mandatory Electronic Filing of Applications for Certificate of Title by New and Used Motor Vehicle Dealers - Effective January 1, 2018
Why am I receiving notification?

Effective January 1, 2018, all new and used motor vehicle dealers must submit applications for certificate of title electronically (online) through the Georgia Electronic Title and Registration (ETR) system.

Previously, participation in ETR was voluntary. However, House Bill 412, passed during the 2017 session of the Georgia General Assembly, amended O.C.G.A. § 40-3-33 to require motor vehicle dealer participation in ETR.
What do I need to do?

To participate in ETR, motor vehicle dealers must enter into an agreement with an ETR vendor authorized by the Department of Revenue to electronically process applications for certificate of title. Approved ETR vendors are listed below.

To prepare for this transition, motor vehicle dealers are strongly encouraged to contact an approved ETR vendor as soon as possible to begin the enrollment process. Vendor pricing and services may vary.
What happens if I do not enroll in ETR before January 1, 2018?

Effective January 1, 2018, County Tag Offices and the Motor Vehicle Division Main Office will no longer accept paper applications for certificate of title (via walk-in, drop-off, or mail-in) from motor vehicle dealers, subject to the exceptions listed below. Applications for certificate of title from motor vehicle dealers will only be accepted and processed when motor vehicle dealers submit them electronically (online) through ETR.
Are there any transactions that should not be processed through ETR?

Certain transactions are not processed through ETR. These include transactions that are exempt from TAVT, such as title applications for certain disabled veterans and non-resident service members, trucks and charter buses registering under the International Registration Plan (IRP), vehicles purchased by government entities, loaner vehicles, and vehicles titled in a dealer’s name. These transactions will continue to be processed directly through the County Tag Office, rather than through ETR. Contact the County Tag Office in the county where the buyer resides for acceptable submission methods.
