Includes the Commissioner's Office, Finance, Human Resources, Internal Audits, Information Technology, and the Office of the General Counsel Divisions.

Finance

The Office of Finance manages the Department's internal financial resources and related administrative functions.  The Accounting Unit is responsible for all financial transactions, including revenue collections, revenue refunds, state allotments, grants, bonds, contracts, vendor payments, and the reconciliation of the general ledger and subsidiary ledgers.  The Budget unit is responsible for the development and management of the agency’s budget; for monitoring all expenditures; and for managing the fund sources for the entire agency.  The Procurement Services Unit is responsible to provide efficient, fair, and responsive customer service in facilitating the purchase of goods and services in support of the Department's mission and goals, while maintaining best practices that follow the laws, rules, and regulations of State of Georgia to provide the highest value products and services to the Department.  The Business Operations Support Unit is responsible for managing the Department’s fleet; stewardship of DOR-owned physical assets including inventory and surplus; processing of payments and transactions for centralized business needs; and coordination of other matters such as risk.

Human Resources

The Office of Human Resources (HR) manages activities related to strategic recruitment & retention, employee compensation & benefits, training & development, legal compliance with employment law, and workplace safety.  Our Office helps support the agency’s organizational structure and sustainability from the strategic staffing perspective by managing the employee lifecycle to ensure we have the right talent in the right jobs for the right reasons in support of the agency’s short- and long-term goals.

Internal Audits

The Internal Audits team identifies and investigates potential threats facing the agency and provides objective consultation and recommendations to agency leaders. IA focuses heavily on internal controls, process improvements, risk management, and governance. It also conducts follow-up efforts to ensure that impacted parties promptly implement appropriate changes.

Information Technology Division

The Information Technology Division (ITD) provides technology services to support Agency business operations and initiatives. Technology services include cybersecurity, applications management, software procurement and contracts management, mobility management, project management, network and telecommunications services, end-user computing, and cloud services for the Georgia Department of Revenue. ITD leverages IT best practices in managing the systems that support taxpayers and other stakeholders via technology resources such as GTC (Georgia Tax Center) and DRIVES.

Office of the General Counsel

The Office of the General Counsel advises the State Revenue Commissioner and internal DOR divisions on the day-to-day business matters of DOR.  Specifically, some responsibilities include: ensuring compliance with federal and state privacy and taxpayer confidentiality laws; advising on collections and bankruptcy issues; review of complex Open Records Act issues and data requests; drafting/reviewing contracts and other procurement documents; providing ethics guidance and training to agency employees; and providing litigation support as the primary liaison with the Office of the Attorney General, which is the exclusive representative of DOR in courts and other tribunals.
