Lynnette T. Riley, State Revenue Commissioner
Commissioner Lynne Riley comes to the Department of Revenue most recently from the Georgia General Assembly, where she served her fourth year in office as the House District 50 (Johns Creek) Representative. She served as one of Gov. Deal’s floor leaders and as a member of the Ways and Means, Natural Resources and Environment, Retirement and the Metropolitan Atlanta Rapid Transit Oversight committees. Scott Graham, Deputy Commissioner
Scott comes to the Department of Revenue with a wealth of public sector experience, having served as Chief of Staff for three Fulton County Commissioners, including Commissioner Lynne Riley from 2004-2010.  At Fulton County, he acted as the senior policy and political advisor to the Commissioner, prepared and monitored the annual budget, served as liaison to the Fulton County Board of Commissioners, Fulton County Manager, Fulton County Attorney, and served as the media spokesperson for the Commissioner.  More »

Becky East, Chief Financial Officer
Becky began her career with the State of Georgia in 1988 working with the Department of Human Resources.  While employed with DHR, Becky completed her Bachelor’s Degree at Mercer University in 1995.  In 1997, Becky worked as a Budget Officer for the Division of Public Health in the Department of Human Resources.  In 2002, she was promoted to serve as the Budget Director for the Georgia State Patrol, Department of Public Safety.  She served in that capacity until accepting the position of Budget Director with the Department of Corrections in 2006. Staci Guest, Chief Tax Officer
Staci joined the Department of Revenue as Director of the newly-created Office of Special Investigations in February 2005.  Under her leadership as Director, the Department has become a benchmark for fraud detection and prevention, having implemented the most advanced computerized fraud detection program in the nation.  Moreover, she has earned an outstanding reputation with her own DOR family as a collaborative problem-solver who is eager to hear from others to discern the best solution for all.  More »

Frank O'Connell, Director of Legal Affairs & Tax Policy
Frank began his service with the State of Georgia in the Compliance Division and transferred to LATP as Assistant Director.  His knowledge and experience with Tax Law uniquely qualifies him for this current position as Director. As the Director for the Office of Legal Affairs & Tax Policy he is responsible for overseeing the administrative hearings for tax protests, drafting letter rulings, promulgating tax regulations, drafting the yearly legislative tax package for the Department, and providing taxpayer as well as internal educational seminars. Mr. O’Connell directs the policy interpretations for: Alcohol and Tobacco, Income Tax, Local Government Services, Motor Fuel, Motor Vehicle, and Sales and Use Tax. More »

Josh Waites, Director - Office of Special Investigations
Josh joined the Department of Revenue in February 2013 and has overseen the management of OSI as Chief to include physical security of the Department, identifying and preventing theft of tax revenue, as well as motor vehicle title and registration fraud. More »

Tom McMurry, CIO - Information Technology
Tom comes to the Department of Revenue from the Georgia Department of Corrections (GDC), where he served as their Chief Information Officer.  At GDC, Tom was responsible for all aspects of technology including application development, project management, business analysis, application testing, network and server operations.  While at GDC, Tom led the agency through a GETS server consolidation and application re-engineer with minimal disruption of service.  During his tenure at GDC, he also led the agency through several significant IT security enhancements.  More »
